CSIS terrorism report

The Globe and Mail obtained this Canadian intelligence report on Islamic radicalisation, which claims that there is no single path to extremism; criminal records, religious traditions, and migration experiences almost never cause radicalism. Most Canada-based terrorists were born in the country and are university-educated. The results are not surprising, as MI5 reached similar conclusions in their own study. The implications for policy are obvious: fighting home-grown terrorism requires cooperating with Muslim and immigrant communities, not targeting them.
